The RD as you mentioned needs to be different from one customer/vrf to another, this is to make sure that overlapping IP schema for different customers/vrfs would not cause any issue

In other words, if customer-A is using 10.0.0.0/24 and customer-B is using also the same subnet 10.0.0.0/24, with different RDs they are differentiated separately

For the RT, the main purpose is to to know the VPN membership of this customer. As per the example you mentioned in your post, import in one side should match the export on the other side. usually import and export values would be the same for the same customer/vrf but it can be different as per the requirement

For the last point, BGP and IGP should both be used in MPLS cloud. The simple reason for each one is BGP is required for L3VPN/L2VPN as it supports MP-BGP, and the IGP also is required in order for one PE to establish LSP with the other PE - LSP is stand for Labeled Switched Path

For the protocol between the PE - service provider - and the CE - Customer - it could be any protocol
